What do Californians get if they win the race? It's not the most cost-effective way to produce electricity, we all know that. And all "renewable" energy sources need to be supplemented by non-renewables, to maintain constant energy supply to the population. And worse, the non-renewable power plants can't maintain constant output, because the renewables are constantly changing. That makes them less-efficient. What's more, they're ugly to look at.
